What Does The NEC Do?


First established in November 1973, the Niagara Escarpment Commission(NEC) is a provincial agency consisting of 17 persons appointed by the Ontario Cabinet.

The Niagara Escarpment Planning and Development Act requires that eight NEC members be elected representatives or employees from municipalities within the Plan Area. Nine members are to be citizens representing the public at large, one of whom is appointed as Chair. All NEC members serve in a part-time capacity.

The NEC employs a full-time staff that includes land use planners, a cartographer, a landscape architect, public affairs/educational staff and administrative staff. As the main agency which implements the Niagara Escarpment Plan, it has four main functions:

  1. administering the development control program (i.e. issuing or refusing to issue development permits);
  2. processing applications for amendments to the Niagara Escarpment Plan (with the final decision made by the Ontario Cabinet);
  3. commenting on proposed land uses or projects both inside and outside the Plan Area which may affect the Niagara Escarpment; and
  4. working with other government agencies (e.g., Ministry of Natural Resources, Ontario Heritage Foundation) on the acquisition and management of lands within the Niagara Escarpment parks and open space system.

Who Sits On The NEC?

There are 17 members on the NEC. The Niagara Escarpment Planning and Development Act requires that eight of these be elected representatives or employees from each of the 8 regional municipalities within the Plan Area. Each regional municipality will nominate three individuals and submit their nominations to Cabinet. Cabinet chooses their appointment from this list.

The remaining nine Commissioners are citizens representing the public at large. These members are also appointed by Cabinet.

One of the public-at-large members is appointed as Chair of the NEC.

All NEC members serve in a part-time capacity for a two, three or four year term, which can be renewed by Cabinet.

It is important that you speak to your NEC representative about your concerns and issues, just as you would speak to your local Member of Parliament or City Councillor.
